Podkarpackie anti-smog resolution

In order to prevent the negative impact of fuel combustion installations on human health and the environment, restrictions and prohibitions were introduced within the administrative borders of the Podkarpackie Voivodeship by means of an anti-smog resolution published on April 23, 2018.

Similarly to other provincial assemblies, in Podkarpacie the resolution prohibits the use of such fuel, which significantly affects the process of improper combustion and contributes to the formation of smog. It mentions the appropriate grain size of coal, its moisture content, and the prohibition of using, among others, lignite or undesirable coal sludge and concentrates.

The provisions contained in the resolution clearly state that:

from January 1, 2022 boilers that do not meet the minimum Class 5 standards in accordance with the PN-EN 303-5: 2012 standard, have been in operation for over 10 years, or those that do not have a nameplate and their actual production date cannot be confirmed will have to be replaced.
The next date is January 1, 2024. From this point on, devices operating in boiler rooms will be replaced within 5 to 10 years from the date of production.
The third deadline is January 1, 2026. It was established that from this date, boilers operated for less than 5 years from the date of production will be eligible for replacement.
As the final date for replacing the remaining boilers in the province. Podkarpackie without confirmation of the 5th Class is January 1, 2028. By this time, boilers from the Class 3 and 4 groups according to PN-EN 303-5: 2012 must be removed from the boiler rooms.

Meeting pollutant emission standards must be confirmed by a certificate issued by a research unit accredited by the Polish Center for Accreditation or another accreditation body in Europe that is a signatory of the European Co-operation for Accreditation agreement.
