Clean Air Program – for whom?
Clean Air is a nationwide program aimed at combating smog. As explained by the Ministry of Climate and Environment: “activities under the program are aimed at improving air quality and reducing greenhouse gas emissions by replacing heat sources and improving the energy efficiency of single-family residential buildings.” The basis for these activities are subsidies for investments made by households that qualify for the program. The initiative provides funding in three dimensions – basic, increased and highest.
The concentration of PM2.5 and PM10 suspended dusts, which are harmful to health, can be reduced by large-scale replacement of old, ineffective heat sources with devices that meet emission requirements. They include: pellet boilers or heat pumps. Owners or co-owners of single-family buildings can participate in the Clean Air program.
Beneficiaries can receive support under one of three levels of funding:
The basic level of funding covers people with an annual income not exceeding PLN 135,000. The maximum subsidy for the basic level is PLN 66,000.
The increased level of subsidy is addressed to people whose average monthly income is no more than PLN 1,894 in a multi-person household and PLN 2,651 in a single-person household. In total, at this level you can receive up to PLN 99,000 in subsidies.
The highest level of subsidy covers people with an average monthly income of up to PLN 1,090 in a multi-person household and PLN 1,526 in a single-person household. In total, under the highest level, you can receive up to PLN 135,000 in subsidies.
Funding at each level is provided in three options:
Disassembly of an ineffective heat source, purchase and installation of a heat pump, as well as additional modernization of the central heating installation, purchase and installation of photovoltaics, heat recovery, insulation and door and window joinery, preparation of documentation
Disassembly of an ineffective heat source, purchase and installation of another heat source, additional modernization of the central heating installation, purchase and installation of photovoltaics, heat recovery, insulation and door and window joinery, preparation of documentation
Modernization of the central heating installation, purchase and installation of photovoltaics, heat recovery, insulation and door and window joinery, preparation of documentation, without replacing the heat source
It is also worth remembering that subsidies under the Clean Air program can be combined with the thermal modernization tax relief, effective from January 1, 2019.
